Judge Joan Ziglar certified a charge of first-degree murder against a Martinsville man in Martinsville General District Court on Monday. At a preliminary hearing, Ziglar found probable cause that Delano Tomaz Ross, 46, shot and killed Antoine Jermaine Preston, 47, on Sept. 30, after the two had argued.
