“We see a lot of people with mental illness being incarcerated at Santa Rita jail,” said Margot Dashiell, chairwoman of the AAFOP Steering Committee. “Forty-eight percent of those incarcerated in the jail’s mental health unit are African American, yet African Americans constitute only 9% of the County population.
