Happy to be back Last week’s select board meeting was held in town hall the first in-person meeting since the pandemic closed everything down in March 2020. Also back was resident Phil Goguen. “I’m happy you’re back. I’m not sure you’re happy to see me,” he said to the board. Goguen was speaking during the “citizen’s queries” section of the meeting, when residents are free to ask questions about items not on the agenda. Goguen asked that he be put on a future agenda to discuss financial issues. He also suggested the town set up an advisory board to “challenge expenditures” and keep costs down. ....

The project would see 191 apartments and townhouses built in and around the Bruni Marketplace on Route 133. Dubbed Essex Pastures, the application to build was made under the state’s affordable housing law, Chapter 40B. That lets developers bypass local zoning if communities don’t have 10% of their housing stock listed as affordable. The Essex Road development must also set aside one-quarter of its units as affordable under the law.
