The project would see 191 apartments and townhouses built in and around the Bruni Marketplace on Route 133. Dubbed Essex Pastures, the application to build was made under the state’s affordable housing law, Chapter 40B. That lets developers bypass local zoning if communities don’t have 10% of their housing stock listed as affordable. The Essex Road development must also set aside one-quarter of its units as affordable under the law. The meeting was called specially just to discuss that one issue.
