C. As a result, important issues were discussed by correspondence that has been preserved in the archives. Once the staff is established, more communication seems to occur within the staff, rather than with outsiders. And preservation of that information is much more haphazard. Some internal memos have no names or dates on them, and their importance is very hard to determine. The paper trail gets harder as the size of the staff grows, and some information is not ....
