of americans had a college degree. in 1965 when the higher education act passed for the first time about 10% had a college degree. and today it s 35%. so we ve made some progress and many would argue we have the best in the world. at least we have people lined up to go to them from other countries. and i believe that s become because quite by accident mainly the g.i. bill for veterans in 1944 that began to give money to students and allow them to choose any institution of their choice, we ve got lots of choice, lots of competition. 6,000 institutions. and that has created the best system of college and universities. think how different that is from the kind of marketplace we have in k through 12. i d like to mention quickly three things today i think we could do to improve things. then we ll talk about them. one, clear out the jungle of red tape that is regulating higher education. two is stop telling students that they can t afford college because most of them can. and three

fy might instead of giving a typical opening statement, i want to ask ms. clancy a couple of questions because i need to move on to another appointment. and i believe, dr. clancy, you ve been made aware that i m going to be asking a couple of questions, albeit a little out of order. and i want to talk specifically about bradley stone, that we know that he was seen by his va psychiatrist a week prior to his commission of multiple murders and subsequently dying of suicide. he was on many, many prescription drugs and had alerted va, as i understand it, to mental health and physical difficulties in the weeks leading up to the incident. but it appears that va said he showed no signs of suicidal or homicidal ideations. and i d like to know, how did va come to that conclusion when that the veteran was okay? and i say that in quotes, when he was reporting all of these feelings prior to the incident? in general people would come to that conclusion by asking the veteran a series of

later in 1965 to combat poverty rebuilding our cities and making housing more affordable by all. yet by every official measure, poverty and its consequences is as bad as 50 years ago. poverty rate today is essentially unchanged from when hud was founded. millions of more americans fall below the poverty mark, including an unbelievable one out of five children. this is shameful. hud says its mission is to build quality affordable homes for all and yet, according to inflation figures, the median price of new homes as doubled and median rents have gone up by more than one-third. in other words, it s not just the poor who find the cost of housing beyond their means, it s almost everyone. this is unacceptable. to make matters worse, to achieve this unenviable record, hud has spent 1.#ú dollars and is asking for a 9% budget increase. 1.6 trillion is more than $13,000 for every household in america, equivalent to the cost of feeding a family of four for an entire year. meanwhile, o
