They believe that when a government makes a promise, it gives rise to an expectation amongst people which in turn imposes a duty on the government to honour that promise. Therefore, they have requested the Delhi high court to direct the Delhi government to fulfil what they consider to be a ‘legitimate expectation’. How did this happen?
