Clearfield County woman sentenced to prison for preparing false tax returns, falsifying court documents


PITTSBURGH   A resident of Frenchville, Pennsylvania, has been sentenced in federal court to 27 months imprisonment and one year supervised release on her convictions of aiding and assisting in the preparation or filing of a false income tax return and criminal contempt and false statement to the government, Acting United States Attorney Stephen R. Kaufman announced today.
Senior United States District Judge Arthur J. Schwab imposed the sentence on Kathy Billotte, of Frenchville, Clearfield County, Pennsylvania.
According to information presented to the court, Billotte was a tax return preparer and operated a tax return preparation business known as K B Tax Services in Clearfield County. She falsified annual income tax returns prepared for at least 15 individuals during the period 2013 through 2017, ensuring the individuals received tax refunds to which they were not entitled. Karoline Mehalchick appointed to chief magistrate judge of the Middle District of Pa.

Magistrate Judge Karoline Mehalchick on Jan. 4, 2021, will become chief magistrate judge of the Middle District of Pennsylvania.
Mehalchick will serve a term of four years and succeeds Judge Susan Schwab as chief magistrate judge, a press release said.
Mehalchick was appointed a U.S. magistrate judge by the United States District Court on July 15, 2013. Prior to joining the bench, Mehalchick was in private practice, where she litigated civil and commercial disputes in state and federal courts, according to the release.
Since joining the bench of the Middle District of Pennsylvania, Judge Mehalchick has helped spearhead the Court’s Prisoner Litigation Settlement Program, presides over the Scranton vicinage’s CARE Court, and serves on various court committees.
