The draft legislation would give police greater surveillance powers if passed in Parliament.
Police can secretly monitor and record communications of people they suspect are about to commit a crime or have committed one, the Bill states.
The law also allows police to recruit an informer or anyone else who can provide information in relation to an investigation.
Another part of the draft bill drawing attention is where it forbids officers from joining a union and it would be unlawful for them to go on strike or to take any other type of industrial action. ....

The New Zealand government says it was not been involved in drafting the Police Bill.
New Zealand high commissioner Jonathan Curr on social media said they were not involved in drafting or developing the Police Bill.
Curr said they are engaged in a four-year strengthening programme with the Fiji Police Force to improve policing and support Fiji to meet international human rights obligations.
He said a component of the aid programme was to support public consultations on the draft Police Bill, led by the Ministry of Defence and National Security.
“We are providing support to the ministry in their public consultation in the bill. This is such an important piece of legislation that needs to be consulted with Fiji’s citizens.” ....

In Fiji criticism of a proposed law that will increase police powers is growing with the New Zealand government and the United Nations Development Program (UNDP) also in the firing line.
The draft bill would allow police officers to seize computers, smartphones and other devices without a warrant and the penalties for non-compliance include lengthy jail terms.
After it was released last week, groups like the NGO Coalition on Human Rights and opposition political parties have described the bill as draconian .
There has also been criticism from outside Fiji, with Amnesty International describing the proposed police powers as excessive. ....
