House panel advances bill allowing local governments to pass stricter gun laws


A House panel on Monday advanced a bill seeking to lift the state s ban on local governments passing stricter gun laws than those that exist in state law over objections from Republican lawmakers.
What’s more, the House State, Civic, Military and Veterans Affairs Committee approved Senate Bill 256 without amendments, setting the stage for it to head straight to Gov. Jared Polis’ desk should it clear the House chamber unamended.
The bill is one of a trio introduced in response to the mass shooting in Boulder, where a gunman killed 10 people on March 22. A Boulder County judge overturned a city council ordinance just 10 days before the shooting that banned assault weapons within Boulder city limits, something several of the witnesses who provided testimony took note of. ....

First of 3 new Colorado gun safety bills clears first committee hurdle


The first of three new gun safety bills, in part a response to the March shooting at the south Boulder King Soopers, was approved on a party-line 7-4 vote by the House Judiciary Committee Wednesday evening.
But what a difference there was between the angry crowds that filled the Capitol over gun laws in 2013 compared to the hearing Wednesday.
House Bill 1298 would change state law on background checks for firearms transfers as well as close what’s known as the Charleston loophole that refers to the 2015 shooting at the Emanuel AME Church in Charleston, South Carolina, which resulted in the murders of nine African American parishioners. The shooter obtained a firearm without a background check, because under South Carolina law  the same as Colorado s  if a background check doesn’t come back within three days, the dealer has to transfer the firearm to the buyer without it. ....

DENVER — Less than one week after Colorado lawmakers unveiled a package of gun bills in response to the Boulder King Soopers shooting, the first bill faced its first big committee test Wednesday.
House Bill 1298 changes background checks in three ways. First, it closes the so-called Charleston loophole that exists under federal law, which allows for a licensed gun dealer to transfer a firearm to a buyer if they have not received their background check back within three days. ....
