We are commemorating the refugee act of 1980 signed by president carter in march of that year. On behalf of president carter, who was unable to be here, i want to welcome you to the carter president ial center. We say center because there are two fabulous entities here, the federal entity is the library and museum, which is where you are now, and a few feet away as the Carter Center, which is an ngf. Together, president carter looks at us as the center. We provide him with data, research, camaraderie, advice, and we work really hard for him as well. The refugee act is an amendment to the earlier immigration and nationality act and the refugee assistance act.
