We say center because there are two fabulous entities here, the federal entity is the library and museum, which is where you are now, and a few feet away as the Carter Center, which is an ngf. Together president carter looked at us as the center. We provide him with data, research, camaraderie, advice, and we work really hard for him as well. The refugee act is an amendment to the earlier immigration and nationality act and the refugee assistance act. The goal was to provide permanent and consistent admission to people who were suffering in other nations, and to provide asylum. That was the whole point of it. ....
