On May 5, Salem County Deputy Administrator Stacy Pennington sent a message via her county email account to all employees that contained a meme with the words “Happy Cinco De Mayo” and a photo of a jar of mayonnaise in a sink, according to a grievance filed by Joe Hiles, executive vice president of Communication Workers of America Local 1085. ....
