Many adamant they will not stay in city shelters despite governor comos mandate they be brought to shelters when temperatures dip blow freezing. Heavens no. Why not . Theyre dirty. Jumped several times, had everything stolen. Very, very dangerous. From their point of view its safer to stay on a train or in a subway station where its warm because the shelters are more dangerous.
