Proposed projects to redevelop two buildings in Des Moines’ Highland Park neighborhood would receive more than $2.2 million in financial aid from the city if the City Council today approves terms of preliminary development agreements.
The council is also expected to approve the sale of city-owned land located east of the Des Moines River in an area known as the Market District. ....

The Des Moines City Council this week approved selling 14.1 acres the city owns around East Fourth and East Market streets to a consortium of developers who plan to redevelop the light industrial area.
The 6-0 vote came after the council heard four speakers question the relationship between the development group, which includes James Cownie’s JSC Properties, and Mayor Frank Cownie. The two Cownies are distant cousins.
“Basically, everyone on the council is in some way involved in some sort of real estate project going on in the city,” Jaylen Cavil said during public comments. ....

The 14.1 acres owned by the city of Des Moines east of the Des Moines River in an area called the Market District has been appraised for $11.1 million, but the property’s final sale price will be determined by costs associated with razing buildings and remediating environmental issues, according to information released in a public document today. ....
