Mayor: City came together to face COVID-19 challenges RICHMOND, Ind. COVID-19 brought continuing challenges to Richmond. The coronavirus has impacted city government as well as residents, and Mayor Dave Snow spoke about COVID-19 challenges during his State of the City address Thursday. “COVID-19 has brought with it a seismic shift to our local economy, a dramatic change in how we gather and move about our day and has taken a toll on our physical and mental health as a community,” he said during the address from the Whitewater Community Television studios on the Indiana University East campus. ► Positively, COVID-19 called individuals and organizations to help others, but negatively, loved ones have died because of the coronavirus.
