you are live in the cnn newsroom. i m jim acosta in new york. it s here 6:00 here in the big apple, 3:00 p.m. in california. what s likely to be a long, sleepless night and soggy weekend lying ahead for much of monterey county. the county is the epicenter of catastrophic flooding in that state. these are new images of the levee that failed around midnight local time. mandatory evacuations are now under way in parts of the that county. a string of deadly storms has unleashed massive flooding across the central and northern portions of the state. at least two people have died in this most recent storm. this week s atmospheric river is the tenth to hit the state this winter. it s dropped more than a foot of rain in some areas and several feet of snow in others. let s begin in monterey county, the site of that levee breach. cnn s mike valerio is there. mike, the state of that breach, could this continue to dump more flooding into that area? what can you tell us? reporte ....
war, the u.s. and russia have had confrontations at air and sea. these incounters have only rarely blown up into serious incidents. that s because at least to some extent there are routines that are followed, less so for russia, everyone involved acts professionally. that was not the case today. an american reaper drone was intercepted by two russian fighters. it was damaged and then forced down. somebody could have gotten hurt. nobody wants to see that happen. and it could lead to miscalculations between two militaries that are operating not obviously in ukraine together, but certainly in proximity in the region. we don t want to see this war escalate beyond what it has already done to the ukrainian people, so this is clearly, this was inappropriate, unsafe, unprofessional conduct by the russian pilots. russia s ambassador to washington was summoned to the state department. we ll also get perspective from mark hertling, but oren liebermann joins us from the pentago ....

top of the hour now on cnn newsroom. i m john berman. this morning president biden reassuring americans that the u.s. banking system remains safe. this despite the failure of two significant banks within 48 hours. silicon valley bank and signature bank have now been taken over by federal regulators. all customers who had deposits in these banks can rest assured. rest assured they ll be protected and they ll have access to their money as of today. that includes small businesses across the country that bank there and need to make payroll, pay their bills and stay open for business. no losses this is an important point. no losses will be borne by the taxpayers. the president emphasized the customers will be fully protected while the bank s managers and investors will be held accountable. he also outlined the emergency measures his administration took to protect the bank s customers. cnn s priscilla alvarez is with us. look, a lot of this is trying to ease the an ....
