Eric Holcomb s veto of a bill that would shift some power from the governor to the legislative branch during an emergency. Some Democrats had called the legislation a power grab by the Republican-dominated legislature against Republicans own state party leader. Experts also issued a warning about the bill s constitutionality, so a rare court fight between Indiana s legislative and executive branches could ensue. Eric Holcomb decided to end the statewide mask mandate and other COVID-19 restrictions last month, some political observers wondered if he was trying to get ahead of a bill that could limit his emergency powers. In the end, though, lawmakers still passed that legislation. House Bill 1123, which is now on its way to Holcomb s desk, would allow lawmakers to call themselves back into a 40-day session during an emergency, a provision some experts say is unconstitutional.
