That so much democracy led to the paper laws and wanted to move in the direction of a government that would be more constrained and independent of poplar opinion and could shutdown the populus forces in the state. Madison wanted to give the federal government an absolute veto over any law passed. They did write article one, section 10, that bars states from perry money laws and bars states from passing federal relief laws and the idea was with the national government, six year senators, four year president , there was nothing analogous to that in state constitutions. In direct legislation, the senators picked. The original house was 65 members for the entire country. The lower house of the Massachusetts Legislature had over 350 delegates. The u. S. Congress had 65. They thought the larger the constituent the better and they thought the larger that was the most independence they would have.
