there s a lot of talk about overclassification. it s true that we do over classified documents. we have millions of documents every that are classified, and probably don t need to be or should be declassified more rapidly. that s part of the problem. what we re seeing here is that we have more of a focus on the share volume of documents, but on the fact that we have presidential records act that doesn t have enforcement procedures and it. that is basically based on the honor system, where a number of junior staffers have to pack up boxes very hurriedly on the last couple days of the administration, and as i said before, that seems to me to be a situation that we should be looking into and make more careful steps about how we want to handle presidential transitions. glenn, i want you to come back when we have more time to dig into this. i m i ve been obsessed with this question of how the system is broken, how you fix it, and how you do it in a highly polarized political environme ....
But i system isn t focused on that. we re now learning, with both the republican and democratic president, but the time of presidential transition is one of heightened vulnerability in this area. why? because the officials need to be working right up until the last moment on inauguration day, right until 11:59. that means they need to have on their desks, whether they re senior officials are actually at the presidential level, documents that are classified. in case there s some urgent need to deal with that on the morning of the inauguration day. all these documents need to be we re talking literally millions of pieces of paper. they need to be scooped up right away, segregated, classified and i suppose it s fair to say you re almost asking for trouble. this bound to be some inadvertent air, let alone, god forbid, a deliberate decision to remove inappropriate documents. glenn, do you think it s just about that period of transition? or do you think of something bigger and broader ....
