A 46-year-old city man received a 25 year prison sentence for his part in a drug trafficking resulting in a rash of heroin overdoses in 2017.
Raymond Howard recently was sentenced to 300 months’ imprisonment followed by a four-year term of supervised release by U.S. Middle District Court Judge Matthew W. Brann.
According to Acting U.S. Attorney Bruce D. Brandler, Howard was found guilty after a five-day jury trial in October 2020 to conspiring to distribute heroin and a mixture of heroin and carfentanil.
During a three-day period in June 2017, there was a rash of drug overdoses in the city and region. ....

WILLIAMSPORT – A Centre County woman who a federal prosecutor called a “money mule” has admitted being part of a conspiracy that duped people who thought they had won a lottery out of more than $500,000.
Mildred E. Hoy, 61, of the Bellefonte area, pleaded guilty Thursday in U.S. Middle District Court to a charge of conspiracy to commit wire and mail fraud.
She did so despite being warned twice by the FBI that she was committing a criminal act, Assistant U.S. Attorney Geoffrey W. MacArthur said.
He identified by initials two co-conspirators outside the Middle District who he said have not been charged. ....

WILLIAMSPORT A Centre County woman has been accused of being part of a conspiracy that duped people who thought they had won a lottery out of hundreds of thousands of dollars.
Mildred Hoy of the Bellefonte area was charged Wednesday in U.S. Middle District Court with conspiracy to commit wire and mail fraud. She has signed an agreement to plead guilty and make full restitution.
Between December 2019 and January 2021 she is accused of persuading people who believed they had won a lottery to send her money to “unlock” their winnings.
Hoy is alleged to have received on multiple occasions bulk cash by the mail, FedEx and United Parcel Service, repackage it and send it to a co-conspirator in Texas. ....
