The Senate uses a complex assortment [1] of standing rules, statutory rules, standing orders, and precedents to regulate its debates. Senators have used these procedural mechanisms differently over time. For example, the Senate presently relies primarily on statutory rules to regulate the budget process. And senators increasingly rely on precedents to regulate their debates when the rules are ambiguous 
and when they are not. For example, senators may use the so-called nuclear option to create a precedent that is inconsistent with the Senate’s rules but nevertheless supersedes them.
Senators’ reliance on precedent to regulate their debates is evident in the growing influence of the Senate’s parliamentarian in recent decades. The Senate designated Charles L. Watkins as its first official parliamentarian on July 1, 1935. Prior to 1935, the Senate’s journal clerk provided “reliable and expert coaching [2]” to ....

Progressives make last push for $15 minimum wage as relief bill heads to Senate

Progressive Democrats have made a desperate call asking the Biden administration to overturn a Senate rule keeping a minimum-wage raise out of the upcoming Covid-19 relief bill. But Biden is unlikely to listen.
Senate Parliamentarian Elizabeth MacDonough ruled last week that a Democrat-proposed provision hiking the federal minimum wage to $15 per hour could not be tacked on to the Biden administration’s $1.9 trillion stimulus bill. MacDonough, a Democrat who acts as a sort of referee in the upper chamber, declared that a wage hike would not fall under budget rules, and as such could not be passed with a simple majority, unlike the rest of the stimulus package. ....

Trump was acquitted after a several day trial that produced edited and lopsided testimony. The Managers called for witnesses, which opened up floodgates according to some analysts, to have the likes of Pelosi and the Mayor of D.C. testify on topics such as why had the mayor refused National Guardsmen offered by Trump before the protest.
