FARRELL â Farrell Council adopted on Monday a preliminary budget that raises property taxes and allows the Stey-Nevant Library, to stay open, at least for a while. The budget, which calls for spending $3.4 million, includes a 4.5-mill tax increase to 32.17 mills. The preliminary spending plan also includes about $60,000 to allow the library to operate for the first three months of 2021. Farrell has been buffeted economically this year by COVID-19 and the strike at NLMK Pennsylvaniaâs mill in the city. The pandemic forced Farrell to close the city building and affected several staff members. ....
