us. reporter: it s been more than a half a year since the deadly pipeline explosion took out most of loretta eurentas san bruno neighborhood. and now action by the federal government. it s not going to bring our neighbors back and build these houses back to where it was. reporter: in response is what happened in san bruno and the most recent gas explosion in pennsylvania that killed five people, transportation secretary ray lahood wants pipeline companies like pg&e to speed up efforts to replace aging oil and gas lines. there need to be tough penalties. we need a stronger tool for making sure these pipeline companies do the right thing. reporter: lahood also called on congress to increase civil penalties for pipeline violations from $100,000 per day to $250,000 and from $1 million to $2.5 million for a series of violations. there s a lot of loopholes. but anthony, a retired mechanical specialist from the lawrence livermore lab says change isn t happening e ....
