notorious outlaw billy the kid. that s the decision from new mexico governor bill richardson. according to legend billy the kid killed 21 people one for each year of his life. at the time a territorial governor had apparently promised to pardon him in exchange for his testimony in other murders but it never happened. earlier this week on studio b, i asked governor richardson about his upcoming decisions. billy the kid did kill two police officers. i m not looking at a blanket pardon, and he did kill those two police officers as he was escaping from the lincoln county jail. i just want to make the right decision. governor richardson now says given the facts of the case he could not grant the pardon but richardson did draft a pardon document before making up his mind. while teddy roosevelt once said speak softly and carry a big stick. one guy took those words to heart. but not in the way our former president had in mind.
