notorious outlaw billy the kid. that's the decision from new mexico governor bill richardson. according to legend billy the kid killed 21 people one for each year of his life. at the time a territorial governor had apparently promised to pardon him in exchange for his testimony in other murders but it never happened. earlier this week on "studio b," i asked governor richardson about his upcoming decisions. >> billy the kid did kill two police officers. i'm not looking at a blanket pardon, and he did kill those two police officers as he was escaping from the lincoln county jail. i just want to make the right decision. >> governor richardson now says given the facts of the case he could not grant the pardon but richardson did draft a pardon document before making up his mind. while teddy roosevelt once said speak softly and carry a big stick. one guy took those words to heart. but not in the way our former president had in mind.
