seventh state of the state address recently to a joint session of the state legislature where he outlined some of the items in his budget. among them was his proprossal to cut instate situation for undergrad students attending the university of wisconsin. the governor invited his wife to speak briefly about a program that provides trauma informed care to children. this is just over 40 minutes.
