The cabinet and legislature, distinguished guests and most them rightly, fellow citizens of wisconsin. It is an honor to come before you this afternoon to report on the state of our great state. Before we start, i want to recognize the first lady of wisconsin, my wife and our two sons, matt and alex. [ applause ] last year as you might remember, my wife joined me at this podium to talk about her groundbreaking work called fostering futures. She and her team continue their efforts regarding tribal council, county governments, nonprofits, colleges and universities and employers across wisconsin. Our state agencies have been trained how to incorporate trauma informed care. She brought together a group of for spouses and staff to wisconsin to talk about this work and she went to washington to get the federal government more involved in syria. I want to thank you for your leadership, jeanette, leadership that will change the lives of children, adults and families across wisconsin. [ applause ] next to my wife is Major General Donald Dunbar who is the adjutant general of the 10,000 strong men and women of the Wisconsin National guard. Thank you for your service, general. [ applause ] and next to him, this is a great treat, next to him is Major General mark anderson. It was my privilege to administer the oath earlier this month to our second 2 star general, what an honor for wisconsin. Congratulations general anderson [ applause ] september, general dunbar, and i had the opportunity to visit members of the 150 fighter wing from right here in madison while they were deployed in south korea. Commanding officer is with us who actually had a chance to fly in with an f16. He andairmen were deployed to one of the most intense spots in the world, south korea. While we were there, i met the commander of the seventh air force. Lieutenant general thomas burke. Is a 1981 from Wisconsin Rapids high school. [ applause ] he told me of the incredible skill of our air men and women. If that wasnt enough, the commander of the 115, colonel Eric Peterson and many of the remarkable men and women of those counsel National Guard during the last month as we announced that wisconsin had been selected to host the brand new at 35 lightning 2 writer jet [ applause ] out of all the states in america, we had the number one location. Im looking forward to hearing the f35s takeoff. That is a sound of freedom. Congratulations to these outstanding men and women. [ applause ] today i am proud to declare that the state of our state, it is historically strong. [ applause ] in wisconsin, employment is at historic highs and unemployment is at historic lows. The date property state property tax is gone. Our Healthcare System is ranked number one in the nation for quality. We announced the Largest Economic Development project in state history. It has been an amazing year, as stark year. [ applause ] you we are getting positive things done for the people of wisconsin. As mentioned, more people are employed in wisconsin the never before in the history of our state. Just last week, the department of Workforce Development announced that the l employment rate had dropped to 3 . [ applause ] the only other time it was that low was in may, june and july 1999 when Tommy Thompson was our governor. These are pretty good back then and there pretty good now and theyre only getting better. [ applause ] we are getting positive things done for the people of wisconsin. Students in our schools have some of the highest act scores and some of the us Graduation Rates in the country. We just invested more actual dollars into k12 education the never before. An extra 20 for every student in every school in every part of our state this year and another 204 increase for every student on top of that next year. Our children deserve a great education that prepares them for college, careers and in real life, we are getting positive things done for the people wisconsin. [ applause ] to make college more affordable for students and working families, we froze University Wisconsin tuition for 6 years in a row. [ applause ] we are partnering with Financial Institutions to graduate refinance Student Loans and Financial Assistance for students in need that is at all time high making Higher Education possible for thousands of students at colleges and universities across the state. We are getting positive things done for the people wisconsin. [ applause ] we were able to make record investments in education while still continue to reduce the burden on hard working taxpayers. According to the nonpartisan legislative fiscal bureau, both property and income taxes will be lower in 2018 and they were in 2010. [ applause ] and we are eliminating the state property tax. 100 of the property tax saw a 100 reduction in our state property tax bills. We are getting positive things done for the people wisconsin. [ applause ] Healthcare Systems in our state ranked number 1 in the nation for quality. This is according to the agency for Healthcare Research and quality. Plus, everyone living in poverty is now covered under better care for the first time in history of the state. According to the u. S. Census bureau, the percentage of people with access to Health Coverage in wisconsin is now one of the best in the nation, we are getting positive things done for the people wisconsin. [ applause ] wisconsin is number one in cheese, cranberries engine sing. We are one of the top states for milk, corn, soybeans, apples, cherries and vegetables. Im just getting hungry thinking about that. Ever told your is a big part of our economy. For families its more than that, is a way of life. We are getting positive things done for the people wisconsin. [ applause ] no state in the nation provides more benefits for veterans than wisconsin. We offer 23 benefits for veterans while the next close estate offers 21. Our veterans can attend College Tuition free and we expanded eligibility so more our veterans spouses and families can also. In u. S. News report reports our veterans homes are amongst the best in the country we are getting positive things done for the people wisconsin. [ applause ] more people working the never before. Unemployment is at historic lows. Record investments in our kids education, poor health for our colleges and universities. Or taxes, quality healthcare, growing agriculture and industry, taking care of our veterans. Yes, we are getting things done, we are getting positive things done for the people wisconsin. [ applause ] but as you might recall that was always the case. 8 years ago things are much different. The state was headed in the wrong direction. And so going forward, the state was going backward. 8 years ago in january 2010, the Unemployment Rate was 9. 2 , today you employment rate is down to 3 . That is well below the National Rate of 4. 1 and as i mentioned before, it is tied to the lowest on implement rate in the history of wisconsin. [ applause ] more people are working wisconsin the never before. People like brooke and cliff, and sarah, broad cliff and sarah all became employed throughout wisconsin fast forward work and Training Program during the past year. [ applause ] 8 years ago, the State Government can pleaded a 3. 6 billion budget deficit. The previous governor and legislators rated the transportation fund. They even missed a payment in minnesota for tax reciprocity. Today, the state ended the last fiscal year with more than half 1 billion surplus in the nonpartisan legislative fiscal bill just predicted we will end the current budget with a larger surplus the first projected. [ applause ] our pension is fully funded. The Rainy Day Fund is 160 times then when we took first office. Wisconsins outstanding debt is one the lowest and the best in the nation. Were paying off our obligations faster than we take on debt and 3 National Agencies upgraded our bond ratings this year. Or moodys thousand First Time Since 1973, for fiction call, it is the first time ever. That is historic, this is more proof that our Financial Management is working. [ applause ] we invested more than 6 billion into the Transportation System in our recent state budget. This brings our total investment to 24 billion over 8 years. That is 3 to billion dollars more in the former governor spent on transportation during the is imperative time. Your that right, we invested 3 billion more into transportation then jim doyle did in the same amount of time. In our budget, the increases we gave to local governments, to fix roads, to repair bridges and to fill potholes are some of the largest in 20 years. We also put large amounts into state highway rehab and thanks to the diligent work of secretary dave ross and his team who found savings, we are able to move art projects by interstate 39 and 90 and wisconsin for 41 while still keeping Major Projects on time. [ applause ] overall these 126 projects like highway 18, highway 45, highway 16, and highway 172 in brown county. [ applause ] 8 years ago the previous governor and legislature actually cut, cut funding for schools and local governments. I remember that well because i was a county official at the time and the state did not give us the tools to deal with a reduction in state aid. Many local leaders had to lay off workers and our orcad services. Today we made the largest investment in actual dollars for k12 education through history. A increase of 200 and another 204 increase on top of that next year. Plus we gave schools extra resources to cover transportation costs, to add Mental Health services and to put new technology in the classrooms. [ applause ] and the reforms we passed years ago have say school districts, local and State Governments, more than 5 billion according to independent reviews. Most important lay, they allow School Leaders to staff based on merit and pay based on performance. That means they can put the best and the brightest in the classrooms and pay them to be there. [ applause ] nolg Work Programs doubled in this past budget, we are giving our students ahead start on outstanding careers, eight years ago tuition went up for College Students in the university of wisconsin system. In the decade before our term, tuition went up 118 , today we froze tuition for six years in a row, we did that to make college more affordable for students and working families. The nonpartisan legislative bureau estimates that the average student saves 6,000 during the freeze, thats real money. Eight years ago, there were actually People Living in porty on a waiting list for Health Coverage under badger care, today for the first time in the history of the state, everyone living in poverty is covered under badger care, we had, according to the keiser family foundation, no gap in coverage and we are one of the top states in the nation for access to Health Coverage according to United States sense United States bureau. Beur census bureau, eight years ago there were 4,000 people with disables including children and adults on waiting lists for Long Term Care facilities, this year we are expanding family care and iris to provide Long Term Care for Senior Citizens and people with disabilities, to allow them to live as independently as possible. By the end of the year we will eliminate wait lists for children that need Long Term Services in every county in the state. Ending wait lists for long term Case Services means children like malik will get the service that he needs. He lives with autism and has limited mobility. Today he gets in home therapy, he has a modified bathroom that gives him independence and it helps the family. His mother said all of this has been a game changer. Malik and his mother are here with us tonight. Access to Long Term Care Services Also means freedom for people like nick and helen, 91 years young, nick fell but he was able to return home to his wife thanks to the services he receives with family care, they call the woman that comes to their apartment to help with their daily tasks, their visiting angel. Ending wait lists for Long Term Care helps people like melissa, she was born with a disorder that effected her cognitive development. After high school she landed her dream job but she does not drive and transportation was an issue, through her program, she guess help from transportation and Long Term Care services which has helped improve her life. People like this should not have to put their lives on hold to get the help that they need to end pent and live their best lives, these are Success Stories and i am glad that these services will be available call over the state. Since 2011, wisconsin has been recognized as a National Leader in helping people with disabilities enter the work force, today we rank in the top 10 states for hiring people with disabilities. Thats very good news for people like mar marcus, he was in a program that helps High School Students with disabilities prepare to ent the work force, i love to go to the graduation, its one of the most inspirational things you can do. Their success rate is 88 , that makes that school one of the best in the whole one. Country eight years ago there was just one program for the project in the state. When School Starts in the fall, there have been 27 cites across the state of wisconsin. Eight careers ago, governor doyle had closed all of the Visitors Centers around the state. Today we have seen a 35 increase in the Economic Impact of tourism. We market the fun that people have in wisconsin, we partnered with local chambers of commerce to open Visitor Centers across the state. Check out travelwisconsin. Com for more details. Com, eight years ago, the State Government did not have any state funded Grant Programs for the expansion of broadband infrastructure, today we do and in the last budget we had an increase of 35 million to connect communities across the state to high Speed Internet as well as give schools access to the latest technology and training, our goal is to connect every part of the state of wisconsin over the next two years in 2007, the Economic Impact of agriculture was estimated at 59. 2 billion. Today a report estimates that agriculture has an 88 billion impact on the wisconsin economy. Lower property and agriculture taxes, science based and predictable regulations, limits on frivolous lawsuits will help our family farmers continue to grow in 2018 and beyond eight years ago, taxes were going up. In fact, during the decade before we took office, property taxes alone went up 27 , people were telling me about how they felt that they were being taxed out of their homes, today, both property and income taxes are lower than in 2010, property taxes at a median value home are 100 lower than in the year before. If the trend happened before i took office, the estimated bills would be 612 higher than they were this year. For the First Time Since 1931, there is no state property tax in fact, property taxes, as a percentage of personal income are now the lowest that they have been since the end of world war two, plus we cut income taxes. So a typical family will have saved 1,400 since 2010, the overall state and local tax bird in wisconsin, once one of the highest in the country is now below the national average, based on data from the United States census bureau, its lower than it has been in the last 50 years, 50 years. Through the end of this budget, the cumulative impacts of our savings to the hard working people of wisconsin will exceed 8 billion, thats right, 8 billion. Only two other states in the country have reduced their tax burden more than we have since 2011, eight years ago according to the chief executive magazine, wisconsin was 41st for business, the state was cooperate lu in the bottom 10 for people to do business in. Today for the first time in the history of the sur survey, wisconsin ranked in the top 10 states for business thats why global businesses like foxconn are coming to wisconsin, its why fleet farm is expanding in chippewa falls, generac is growing in waukesha, u. S. Venture is expanding in appleton, kwik trip is building in la crosse, Great Lakes Cheese Company is adding jobs in wausau, ameriquip is growing in kiel, imark molding is adding jobs in woodville, and Oshkosh Corporation is expanding in well, of course oshkosh there is a joke in there someplace but you am going to take a pass. Thanks to the many employees from these companies who are here with us tonight. You know what, we are just getting started. Foxconn will begin construction this year on a 10 billion campus. This will require some 10,000 construction workers from all over the state. Earth movers from hoffma construction out of Black River Falls are already starting on this project, families and workers from across the state will benefit from one of the largest Economic Investment projects in the history of america once operational, foxco thrks n will spend 1. 4 billion a year with wisconsin businesses, to put that into perspective, oskosh, one of our great employers, a company that won the coolest things made in wisconsin contest, they spend a billion dollars a year, foxconn will spend four times as much, thats a big deal. Young students like amber and joey all have plans to be part of the 13,000 people working on the foxconn team, thank you for being such a great reminder of the employers that are growing in the state of wisconsin eight years ago, things were not very good in the state. There were double dij tax increases and budget deficits and job lost, uw tuition was continuing to go up faster than inflation and wisconsin was ranked in the bottom tep states for business, we do not want to go back to those days, that woob a giant step backward. Luckily, many of us in the chamber helped made tough decisions that got results that allowed us to invest in our schools while still making wisconsin more affordable for the hard working taxpayers in the state. Now we need to keep moving wisconsin forward. So today i am laying out an ambitious agenda for 2018 to keep us headed in the right direction, first, to insure that every child across the state has access to a great education, we are going to find more ways to put more resources in the classroom. A good school equals a great life. We will build off our historic investments in education, we want to help rural schools keep more money in the classroom. Now many of these schools have unique needs related to transportation and to the size of the district, i want to insure educational competence everywhere, with that in mind we have a plan that will help out low Revenue School districts, i want to thank the cochair of the Financial Committee for his leadership. Today i call on the members of the state legislature to pass this plan. Second, we need to grow the number of opportunities for our young people to pursue great careers right here in our state. Together we developed a plan with the Wisconsin Technical College system, the university of wisconsin system and with private colleges and universities across wisconsin, with all of the jobs being created in the state. We need enough graduates with the skills to fill these careers, today i propose that we use the 20 million from act 58 to establish a new wisconsin Career Program on campuses all over the state. Years ago we had brain drain, that was a problem. Now with all of the exciting new jobs and development, there are many more reasons to keep our graduates in wisconsin, now that is what i call brain gain we love the fact that our son works here in the state. We know how nice it is to have family close to home. We want that for other families as well. Education and training are the keys to building a strong work force, we also increased opportunities for people with disabilities in the work force, we also increased educational training in the correctional system and we are working to get veterans into the work force, with more people working than ever before, we cannot afford to have anyone on the side lines, so as the third point in our ambitious agenda, i propose that we expand our welfare reforms, since we started worker training, 25,000 people have gained employment. People like thomas from Stevens Point and char lot. Thomas had been working seasonal jobs, now he has a permanent job and he says its his dream job. Charlotte had Health Issues that forced her out of a job, through our system, she was hired. These are just a few of the Success Stories of the 25,000 people who transitioned from government dependence to independence, true independence through the dignity of work still we need more individuals in the work force, each week we have 80,000 to 100,000 job openings on our state website, jobcenterwisconsin. Com. With that in mind, i am calling a special session to pass our common sense welfare reform plan, we want able bodied working age folks to work 30 hours a week or enroll in job training, we want to expand welfare reforms and we want to make sure that everyone getting public assistance can pass a drug test. Now heres the important part. If someone fails, we set aside resources to get them into rehabilitation, we understand that if we get them healthy, we can find a job for nun in the state. We also proposed putting asset limits on public assistance to people with giant mansions and cars do not get assistance while people like you have to pay the bills, many are upset with the inability to get things done in washington but we are getting things done for the people in wisconsin. I want to thank the speaker and senator for leading on this issue and working with us on welfare reform now some maybe even in this capitol will complain that our reforms are making it harder to get government assistance but our reforms are making it easier to get a job. For those who are able, we will enable them to find meaningful work. We want to help people pursue careers fo support themselves and their families, public assistance should be more like a trampoline and less like a hammock just like tommy did in the 1990s when unemployment was low and times were good, we are moving people from welfare into the work force, i want to ask the members of the legislature here to pass our Small Business plan here to help more employers across the state. The first step is reducing costs, logan taxes and reducing frivolous lawsuits, there is still more to be done on unemployment fraud and lawsuit reform. Lets get it done the next step for Small Business is preparing the work force, our plans include investments in schools, apresent a apprenticeships. It also includes work requirements and training we just talked about, drug testifies for welfare benefits, the final step of the plan for Small Business is to help attract new talent. I ask for your assistance, the assistance of the legislature as we seek to attract groups like veterans and graduating students from colleges and universities and millennials across the midwest. We are committed to help smaws businesses grow in all parts of wisconsin, we made announcements on efforts to help grow minority owned businesses, Small Businesses in the state. We continue to partner with county Economic Development agencies to grow Small Businesses and to insure that there are more Small Businesses that succeed in the rural parts. State, i propose today that we create a rural Economic Development fund of 50 million a year. This fund will support the development of new businesses and the expansion of Small Businesses in rural areas. And it can assist in training for people to fill the positions being created by employers in rural areas, on top of that, many of the Small Businesses in our Rural Communities support and depend on our farm families, to keep our family dairy farms, i propose a plan that will create a family farm fund. That provides scholarships to encourage students to take advantage of agricultural related studies at a Wisconsin Technical College or at the university of Wisconsin College of agriculture, we believe that will help them to get a rewarding career in farming. Also we want to insure that farmers practices preserve clean water in rural areas we also recognize that farmers are facing challenges with low commodity prices, that is why earlier today i signed an order that exans resources that allows farmers to reach new markets in countries across the world. We also need too do more to connect people in businesses in rural areas to high Speed Internet connections, we made a major new investment in Broadband Access but we can do more. Thats why i am calling on the federal Communications Commission to finalize rules increasing access to Broadband Internet by helping with white space technology, its the unused spectrum for unused television stations and it can deliver high Speed Internet to areas of wisconsin. Each of these items will help grow Small Businesses in wisconsin, therefore i ask the members of this legislature to act on the items that require legislative approval before the end of the session our agenda also includes our work to reform State Government to make it more effective and efficient and accountable, we continue to challenge the statusquo, we are pushing a reform of the Justice System for juvenile offenders, we worked with policy experts and lawmakers from both parties. We looked at best practices from states like missouri and elsewhere, thank you to jon litscher and Linda Seemeyer for their work on the team. Instead of one or two large facilities, our reform plan creates six smaller facilities spread throughout the state. Locations will be determined by collaborating with the counties, the other facility will be here at the Mental Health institute as part. Nationally recognized part of the nationally recognized program. The Additional Space would help to limit the amount of money that the department of corrections has to pay for contract beds outside of the system. The department of corrections has made many changes over the past years, these include additional ptions, increased compensation, changes in medicine distribution and more security cameras, but the change i am talking about today are larger than that and they are will long term reform of the system. Today i asked the members of the state legislature to act on this plan by the end of the session. I want to thank the representative for his work on these reforms. Much of our plan parallels his work, he is amendmenting that to include our additions sto amendment amendmenting that you know what,ure tough decisions paid off, our reforms are working , the economy is growing and wisconsin has a sizable surplus, as promised, when we have a surplus, we will give it back to you, the hard working taxpayers, this is your reform dividend, you deserve it. First i had a phone, now i have kids, how do you compete with that. Today i propose that we create a Child Tax Credit here in the state of wisconsin. Brap we are going to create a new wisconsin Child Tax Credit. Families from across the state will receive 100 for every child under 18 living at home. A couple of hundred dollars more in the Family Budget could make a difference, particularly when getting ready for the next school year. It could be a new pair of shoes, a winter coat. Activity fees in school or maybe a copayment at the doctors office, we know that families face challenges to make ends meet and this new tax credit can help. I am joined by families from ail over wisconsin that will benefit from the Child Tax Credit today i ask you, the members of the state legislature, to pass our plan, so that by the time that these kids and all of the others like them across the state go to school this fall, their parents will receive a check in the mailbox. I had two, i can ohm imagine what its like to have all of these kids together. The final part of the agenda is to provide stability in healthcare, our citizens are crying out for a stable Healthcare System. Washington has failed to act so its time for us to lead in wisconsin. That is why today i propose the creation of a healthcare stability plan, most people receive their healthcare coverage from their employers, and the premium increases for employer plans were modest, about 5 , but the biggest concerns i hear is from those worried about pre existing conditions, i propose a law in wisconsin that will guarantee coverage of pre existing conditions in wisconsin now this part is serious, that way someone who has cancer or another serious disease, will not have to worry about obtaining and keeping coverage, members of the state assembly have moved forward on this and i ask the senate to do the same. This will provide comfort and stability to people all across wisconsin. For our Senior Citizens, people like my parents watching at home, hi mom, they are receiving their Health Coverage through medicare, this is a federal program but we can provide stability for those that rely on senior care, there is been debate about whether or not this should be a state or federal program. People want it at the state level so i am seeking a permanent waiver for the state of wisconsin to provide senior care since it was first approved in 2002, the state has asked for an extension of senior care for times, is time to make this a permanent and Stable Program for the small number of people that seek coverage through the individual market, not through their employer or medicaid and medicare, i propose that the state provide assistance to keep the premiums from becoming unreachable for the citizens. Under obamacare, the so called Affordable Care act. Premiums are going up 30 , some are seeing larger increases, christine saw her premiums go up 2,000 a month. A month, thats a 120 increase, thats unsustainable and unacceptable. Thankfully our healthcare stability plan keeps premiums at a reasonable level in wisconsin, this is a Market Driven approach to bring stability to people in wisconsin just add we did careers ago when we covered everyone living in poverty for the fist in history. We have a way to bring down premiums, this is not a republican or democrat issue, this is a wisconsin issue, we listened to the people of wisconsin. As minnesota governor dayton said in the past, the Affordable Care act is no longer affordable. Instead of putting people under government assistance, the obamacare expansion, we help to make insurance plans for affordable and we believe it will lead fo more choices for consumers across the state to more choices for consumers across the state. Our healthcare stablght plan is the wisconsin way to provide stability and peace of mind for our citizens, along with coverage, we must continue to find new ways to fight the opioid and illegal drug crisis across the state since i have been governor, its been my honor to sign legislation with broad bipartisan support dealing with this challenge. Thank you again to the representative for putting together such a Broad Based Coalition to fight this epidemic and for joining with our Lieutenant Governor Rebecca Kleefisch for joining in this legislation. We signed, through executive orders, regarding this last friday and today i asked you to pass the latest recommendation from this panel the experts. We know that if we get people treatment or keep people from addiction in the first place, it will not only create a healthier wisconsin but a happier one too. Thats what we need to keep moving wisconsin forward. Sadly, as so many of us know, this is an issue that knows no boundary, rich or poor, big city or small town, republican or democrat, these are the issues that people want us to work on. Issues like growing the number of opportunities for our young people to pursue great careers that will keep them in the state. Expanding our wisconsin works for everyone welfare reform. Helping Small Businesses grow across the state. Creating a new Child Tax Credit for working families and providing healthcare, these are the principles of our ambushes jeppedda for 2018, we are getting positive things down for people in the state of wisconsin but there is more work to be done. Today i ask you, members of the wisconsin state legislature, to move forward on these issues, these are not republican or democrat issue, they are wisconsin issues and i know that we can Work Together. You may be surprised to hear this but more than 90 of the bills that i signed into law were passed by both parties, more than 90 of the bills that i signed into law had more than just votes from republican lawmakers. I say that because i know we can Work Together to get things down, because we have done it in the past and you can do it again this year, i ask you, the people of wisconsin watching us at home on tv or the internet, i ask you to talk to your lawmakers and ask for rapid action on this ambitious agenda for 2018. I am confident that you will because i have seen you do positive things all over the state. One of my great joyce is traveling through the state and visiting with so many citizens, i love to see the people of wisconsin, i see how proud you are of your family and homes and work and schools and churches and places of worship. I see how proud you are of your communities and i see how proud you are of our state. We wisconsin proud. We are wisconsin proud. Today i want you to know that i am proud to be your governor, i am proud of the work that we have done and the progress we have made together. I am proud that we getting positive things done for the people of wisconsin but you know what, we are not done yet so lets get going, lets keep moving wisconsin forward.
