HOUSTON - President Joe Biden signed a major disaster declaration that will allow much of Texas to tap vast reserves of federal aid, the White House said Saturday, offering a new lifeline to a state struggling to recover from a brutal winter storm that left more than 50 dead and millions without power across the South.
As Texas thawed from days of frigid darkness, an epic blame game emerged over who is responsible for the billions of dollars in damages from what some expected would become the most costly weather disaster in state history.

It’s been 50 years since the first Shadow made its competition debut at the opening round of the 1970 Can-Am season in Mosport. This year the 26th annual Amelia Island Concours d’Elegance is honoring the 1974 Can-Am champion and 1977 Austrian GP winner with a special class of the marque’s winners and its original radical racer –“the two-dimensional car” – the 1970 AVS Shadow Mk I.
The Shadows were fan favorites and the menacing black UOP Shadows raced at a time when wild and sometimes weird designs were allowed. George Follmer qualified the radical AVS Mk I sixth for the 1970 Mosport round. The car lasted 24 laps. In fact the AVS Mk1 never finished a race in 1970 season. Every modification took the Mk I further from designer Trevor Harris’ original minimalist ultra-low frontal area concept.
Propane supply withstanding big rise in demand

An increase in demand for propane is being balanced by a relatively mild winter so far and less demand in the agriculture field.Don Nichols
Commercial requests for propane have increased as many businesses adapt to outdoor services amid the COVID-19 pandemic, and allocation limits recently were put into place as a result, but local propane suppliers are confident they’ll be able to continue to meet demand.
Propane demand is high right now because, in addition to the normal winter needs of rural customers who rely on the gas to heat their homes, more people are requesting small tanks for outdoor use to accommodate mitigation efforts, said Keith Martin, energy market manager for Prairieland FS.
