The Kirksville City Council, at their Feb. 5 regular meeting, approved a resolution that authorized the selection of Water s Edge Aquatic Design to provide engineering and design services for improvements to Brashear Park and PC Mills Park and authorizing the city manager to execute the required documents.
Parks, Public Works projects get green light from City Council

The Kirksville City Council approved a number of items as part of Monday’s meeting. Most of those items were centered on ongoing projects with the Public Works and Parks and Recreation departments.
Here’s a rundown of what was approved at the meeting.
Tower Lease agreement
The council approved a tower lease agreement with US Cellular, the second of three planned agreements between the city and cell phone corporations. One with AT&T was approved earlier this year.
These companies have used the old water tower to deliver signals. Since that water tower will be deconstructed, they have moved to different spaces. US Cellular will join AT&T, and eventually Verizon, on the Mark Twain Communications tower.

The Kirksville City Council had a busy night on Monday, primarily dealing with re-zoning several pieces of property in town.
Here are some of the other items discussed and approved by the council.
Budget update
The city is nearing a 2021 budget of $43,624,287, which is a $30,000 increase from the budget that was first discussed on Nov. 9. City Finance Director Lacy King said there were some slight increases in three departments and a few things that were accidentally left off the first proposed budget, such as a truck at the police department.
