Members of the Detroit Lakes City Council approved preliminary plans for a $4.3 million street and utility improvement project on Campbell Avenue and Linden Lane during a regular meeting held Feb. 8. The project will replace sewer and water connections that have been in use since the 1930s, according to the city's engineer.
