Rachel Proctor has won a special election to fill the late Curtistene McCowan’s term as DeSoto mayor.
The former DeSoto mayor pro tem earned more than 60% of the vote to defeat Mayor Pro Tem Kenzie Moore III, who has been leading the council since McCowan died Oct. 28 after being diagnosed with lung cancer several weeks earlier.
