and modesto units. you didn t do it. the technical staff provided me with a modify flow model of the tuolumne river. we thanked you for giving us a common tool to analyze flow options. we used the tool to create a proposal for the tuolumne and we filed that proposal with the regulatory commission. it will require more flow than the water flow in wet years and has special rules for dry years and sequences. there was a nod from staff that it was better than what others had proposed. that was it. we proposed the selection for the responsibility for the city and the districts. again, there was a response from staff that was a nod that the numbers looked okay, but didn t have enough detail. in spite of political pressure, the water board will adopt flow objectives in november. the question now is whether you will work with them or keep trying to say no. and why they rejected some of those reasons. they were specific and detailed explanations. i suggest you look at this and take

impossible conservation goals during droughts. residents in san francisco public utilities commission combined the retail and wholesale service areas average 54 gallons per person, per day and the lowest per capita water usage if they were their own region in california. according to sfpuc, residents could be forced to achieve 20% to 30% reductions. and residents in daly city, heyward, menlo park and redwood city would be forceded to ration less than 25 gallons per person per day. these are rates not seen anywhere in the developed world. such rationing could only be avoided with major investments in new supplies that have no certainty of being able to be procured, let alone being able to be procured by 2022, the date that the water board plans on beginning the state water plan. the bay area could be forced to live under extended rationing for years, which could inhibit our ability to build anything hospitals, schools or more affordable housing to parks. we have urged the st
