immigration officials, that s because they want them to feel safe to call 911 or go to the hospital without fear of deportation. as the gop meets in the heart of philadelphia, the city s own sanctuary status coming under republican fire, president trump signing an executive order to cut federal grants to sanctuary cities where local police often don t cooperate with federal immigration. that s all about to change. from here on out, i m asking all of you to enforce the laws. reporter: in philadelphia the order could impact $500 million in federal grants. this is not a dictatorship, it s a democracy. reporter: but the mayor standing firm on his policy saying it s up to congress not the president to decide funding. if the united states congress wants to vote to take money away from police and firefighters, it s up to them to explain why they re doing that. reporter: kenney saying the visitors should take note. it is a vibrant city because of immigrants. reporte
