Research Terms of Reference: Economic Resilience Assessment - Armenia, ARM2102 (13/07/2021, V1) Format 2.1 Background Findings from the second round of the Multi-Sector Needs Assessment (MSNA), conducted by REACH in close collaboration with the Information Management Working Group (IMWG) and the Coordination Steering Group (CSG) in Armenia in March-April 2021, and parallel REACH and AGORA assessments indicate that, while the majority of people who were displaced to Armenia because of the outbreak of war in Nagorno Karabakh in September-November 2020 have already returned to Nagorno Karabakh (NK), those who remain are expected to stay for the longer term. HIGHLIGHTS The UN system in Armenia has put in place a coordination structure under the lead of the Resident Coordinator’s Office and UNHCR to coordinate humanitarian efforts and maximize the efficiency of the response in Armenia to the crisis in Nagorno-Karabakh. To date, 15 UN agencies, 32 international NGOs, 26 national NGOs, 3 intergovernmental organisations, 3 Government entities, and 6 international organizations are part of the coordination structure and engage across 5 operational working groups (Shelter & NFI, Protection, Food Security & Nutrition, Health, Early Recovery) and 3 sub-working groups (Child Protection, Education, Cash). Two Working Groups (WG) are co-led by NGO partners.
