The aircraft levels out, seems to be in control. at this point, this would be something we would not be talking about, but then, inexplicably, it rises back up into the clouds from where the trouble began and heads over toward manhattan. it is erratic flying that is very difficult to explain. was the pilot somehow incapacitated? was he dealing with a medical energ emergency? was there a control problem with the aircraft? doesn t look like it, but there could be. there s a lot of mysteries here. mary, you say the flight wasn t legal. from the start. first of all, taking off in this weather without instrument flight rules, meaning contact with the tower and getting clearances. the route after he took off. he flew over the buildings of manhatt manhattan. he wasn t supposed to be there. then flew down or, you know, around the end, staten island end, then back up over. he was over buildings and over land for a good part of this flight. you cannot fly over buildings, ....
Response in midtown manhattan. the governor said it, everybody in the city has ptsd about what happened with 9/11. so this is always first concern. was it deliberate or an accident? it seems from the reporting we re getting and the fact that it s bad weather outside and very low visibility and that somebody put a helicopter squarely down on the top of a tall manhattan building, this was a deliberate attempt to force-land a helicopter in a situation in which the helicopter had probably failed in some way. there was some kind of problem. we don t know anything about the helicopter. we do not have any reports of debris around the building. so it s entirely possible this was a full landing on top of the building. the governor used the term hard landing. that s not an official term, so we don t know what that means. it means probably didn t go as carefully as one would have expected. but to have a helicopter run into a control problem or power problem over manhattan is a serious issue. ....
