Rochester mayor proposes $5 million budget for Police Accountability Board

Under Mayor Lovely Warren s 2021-22 budget proposal, the city of Rochester would reduce funding for the Rochester Police Department, increase spending on the newly formed Office of Crisis Intervention Services, and meet a request from the Police Accountability Board for $5 million.
Warren unveiled the the $560.8 million spending plan Friday morning at Rochester City Hall. The plan still requires City Council approval. Council, after three public hearings next month, is expected to vote on it on June 15.
According to Warren, the plan is 5.2% bigger than last year, but she said it will decrease property taxers for the average homeowner by $36. The plan is possible through keeping the tax levy and service fees flat with a combination of reserve funding; deferred capital projects; and better-than-expected revenue collections from such sources as sales taxes, according to a release. ....

Conkey Cruisers shutting down, owner says dirt bikes and ATVs make biking unsafe

ROCHESTER, N.Y. (WHEC) Friday we learned about another victim of the ATV and dirt bike behavior in the city.
The founder of Conkey Cruisers, a bicycle riding program, said it is too dangerous to go out.
The program was created a decade ago to get families riding bikes on city streets and trails.
Theresa Bowick says she warned the city about ATV and dirt bikes two years ago.

And now that problem has tripled, Bowick said. It is horrible. I nearly got hit by three dirt bikes in the last week.
Bowick has overcome a lot to keep Conkey Cruisers going. In 2015, someone broke into her storage containers and stole bikes, COVID-19 dried up her donations, but the dirt bike problem has prompted a temporary stop. ....

The founder of Conkey Cruisers has kept the neighborhood cycling program going through difficulties with drug trafficking and homelessness along the El Camino Trail where young and old learn to ride. When the organization s entire fleet of bikes was stolen in 2015, Bowick rallied the community to replace them with an even bigger collection.
The registered nurse has even persevered despite her own chronic illness a rare disorder that causes painful, golf ball-sized tumors to form on the soles of her feet.
But this next challenge may be insurmountable, even for Bowick. ....
