Shock as well-known sector figures lose their seats County Councils Network members are reeling from news that their chair David Williams (Con) has been ousted from his Hertfordshire CC seat by just 41 votes, meaning he also lost his national chairmanship. Elsewhere, other longstanding local government figures from both main parties have also been unseated or face leadership challenges locally. Although the Conservatives secured a majority of 14 in Hertfordshire, their leader Cllr Williams, who has been CCN chair since 2019, was narrowly beaten by Liberal Democrat candidate Paul de Kort in his seat of Harpenden North East by 2,063 votes to 2,022. CCN’s executive committee will now work with the Conservatives, which remain the network s largest political group, to put in place an interim leader ahead of an internal election. Local authorities’ efforts to support the NHS Test and Trace programme have been held back by a lack of funding and resources, according to the Commons public accounts committee. In a damning report, the PAC says it is “concerned that local authorities are hampered by limited funding and resources, and continuing uncertainties around funding levels, in carrying out their share of testing and contact tracing activities effectively”. It states that there is “still no clear evidence” to judge the overall effectiveness of the test and trace programme, which has been allocated £37bn over two years. It adds that it is not clear whether its contribution to reducing infection levels, compared to other measures, can justify its “unimaginable” cost. ....

Councils call for ‘further clarity’ on easing lockdown Councils ‘will do all they can’ to support the Prime Minister’s roadmap out of the national lockdown, but the Government must provide more funding and clarity, local government leaders say. The Government has published a four-step roadmap to ease restrictions across England which would begin on the 8th March with the opening of schools and end on 21st June when all legal limits on social contact will be removed. Each step will be assessed against four tests – one being whether vaccine deployment is continuing successfully – before going ahead and there will be a minimum of five weeks between each step in order to allow time for the collection of up-to-date data. ....
LGA responds to white paper plans to radically reform the NHS Council leaders have warned that local government needs to be an equal partner in the design of any national oversight of social care as the Government sets out its white paper plans to overhaul the NHS. The Government has said the white paper contains proposals to build on the ‘successful NHS response to the pandemic’, with health secretary Matt Hancock saying they would cure the NHS of red tape. Chair of the Local Government Association’s (LGA) Community Wellbeing Board Cllr Ian Hudspeth said councils understood the Government’s desire for greater transparency in social care, ‘but councils need to be an equal partner in the design of any national oversight’. ....
