City Council: Grassroots fundraising, cannabis revenue could fund pool project
Council appoints new city attorney
On Feb. 9, the City Council approved a Columbia Park Pool renovation plan which would fix violations and return the pool and splash pad to a usable condition.
The Turlock City Council earlier this month agreed on a $1.8 million plan to restore the Columbia Park pool and splash pad, but the project’s exact cost and how it will be funded are still to be determined following Tuesday night’s meeting. 
While the pool is currently closed due to COVID, a facility evaluation study conducted in 2019 found a total of 18 violations which would keep the pool shut down even without a pandemic. Since the swimming pool was first built in 1957, it has undergone minor renovations and facility updates. The pool has only been replastered once, in 1999. ....

Weed residents 'SLAPPback' at law firm for role in Roseburg lawsuit


The Public Participation Project said SLAPPs are effective because even meritless lawsuits can take years and thousands of dollars to defend.
In 2017, Siskiyou County Superior Court Judge Karen Dixon agreed Roseburg’s suit was a SLAPP and dismissed the charges against WCWC and The Weed 9.
Roseburg then appealed the dismissal. In December of 2019 – after the City of Weed agreed to  to settle the original lawsuit and acknowledge it has no ownership of water from Beaughan Springs, Roseburg agreed to withdraw their claims.
As part of the judgement, Roseburg agreed to pay the city $50,000 towards attorneys’ fees and costs incurred by the matter. Both the city and Roseburg waived the right to recover any additional fees or costs. ....

Gary Hampton will be reprising his role as Turlock City Manager, following the City Council’s decision to appointment him to the position in an acting role starting Jan. 13. (Journal file photo).
Gary Hampton has returned to the City of Turlock to serve in an executive leadership position for the third time, following City Council action to appoint him acting city manager while the current city manager is under investigation.
The Turlock City Council voted in closed session on Tuesday 4-1 with Councilmember Nicole Larson opposing to appoint Hampton acting city manager effective Wednesday. The City Clerk reported the appointment of Hampton at a Step 1 salary level, which is defined on the City’s website as an annual salary of $195,696. ....

Turlock City Manager Toby Wells was placed on an investigative leave following a split decision by the City Council during a special meeting held Thursday. 
The split decision to place Wells on investigative leave with Mayor Amy Bublak, Council member Rebecka Monez and Council member Pam Franco voting ‘yes’ and Council member Andrew Nosrati and Council member Nicole Larson voting ‘no’ was made during the special closed session meeting held Thursday morning, the second emergency meeting called this week by the Mayor regarding the City Manager and City Attorney.  ....

The first action of the Turlock City Council in the new year has been to evaluate the services of the City Manager and City Attorney, following two emergency meetings called by the Mayor.
The motivations behind the special meetings - before the two newly elected City Council members have even gone through orientation - have been called into question by incumbent City Council members Andrew Nosrati and Nicole Larson and members of the public.
With a 24-hour notice to at least two City Council members and the public, Mayor Amy Bublak called for a special closed session emergency meeting on Tuesday with two items on the agenda - performance evaluations of the City Manager and City Attorney. ....
