捺钵，汉语译为“行营”、“行在”、“营盘”。辽朝虽先后以辽上京和辽中京作为首都，但是其政治核心不在首都，而在捺钵。这是因为辽朝的主要民族契丹族为游牧民族。由于契丹族转徙不定、车马为家的特性，就
决定了皇帝的巡狩制。一切重大政治问题均在捺钵随时决定，是处理政务的行政中心。每年又“四时巡守”，“四时各有行在之所，谓之捺钵”。
皇帝在游猎地区设的行帐，以区别于皇都的宫帐。因气候、自然条件的制约，四时各有捺钵之地。契丹皇帝四时巡行的宫帐（也称牙帐），即春捺钵、夏捺钵、秋捺钵、冬捺钵。
公元1112年的春天，辽天祚帝耶律延禧到东北春州（在今吉林省）巡游，兴致勃勃地在混同江（今松花江）捕鱼，并且命令当地的女真各部酋长都到春州朝见。
