Gremil Alexis Naz, OCD-5 spokesperson, said in an interview that heavy rains were spawned by Tropical Storm Florita, which made landfall over Maconacon, Isabela. "Fifteen out of the 20 flooding incidents were in Legazpi City, two in Libon, one in Camalig, all in Albay province, and one in Caramoan and Nabua Camarines Sur. of all the reported flooded areas, only the Nabua, Camarines Sur has not yet subsided," he said.
