collides with another car. this happened around 8:30 at the intersection of pratt and patience street. the officer was rushing to help another officer who was facing a man with a gun. both officers were hurt but we re told they will recover. no word on the other driver. the suspect was in fact arrested. armed and under the influence, a baltimore police officer accused of shooting and killing a man while on duty. there are questions whether officers should be armed while around alcohol. city hall is demanding action. reporter: the policy is when officers are off duty within city limits they must carry their weapon and use common sense. but city hall is saying common. it becomes a very diabolical ingredient right there. reporter: in june this off duty officer was charged with killing a witnesses say the cop was inside, we do not know if he was drinking. the city council is asking the commissioner to clarify the policy. he says it relies on common sense. you do ....
