Lawrence Police Department's use of force slightly increased in 2020, despite fewer calls | News, Sports, Jobs - Lawrence Journal-World: news, information, headlines and events in Lawrence, Kansas

Instances of use of force by the Lawrence Police Department slightly increased in 2020 compared with previous years, according to the department’s recently published annual report.
LPD listed 20 instances of use of force in 2020, which is slightly above a recent average of 17 instances per year. The police department received more than 60,000 calls in 2020, meaning the use of force occurred roughly 0.03% of the time.
While the instances are a tiny fraction of the department’s responses, the number was still an increase over previous years. Between 2016 and 2019, the department saw between 74,000 and 95,000 calls and averaged about 17 instances of use of force. That means use of force for the department in 2020 increased, despite a decrease in calls. ....

In the near future, if a Lawrence police officer uses a taser, firearm or other form of force a during a certain period of time such as three times in six months the Lawrence Police Department will be able to automatically flag those incidents to be further reviewed.
That would be an increase in oversight over such instances for the department and is how LPD plans to use a new software program installed earlier this month. ....

The outside consultant the City of Lawrence hired to study its police department has been gathering input from city and police leaders and will soon be gathering it from the public. And that feedback could help inform changes to police duties and shape the city’s search for a new police chief.
In the wake of national and local calls for police reform and protests against police killings of Black people and other people of color, the Lawrence City Commission agreed in October to pay Citygate Associates $117,833 for a comprehensive study of the police department and the creation of a new master plan. After an analysis of police policies and data, input from residents and interviews with city leaders and staff, consultants will make recommendations on what could be major changes to the department.
