killed hundreds of birds. kpix5 ryan takeo is in san francisco to tell us why the lawmaker s response was weak. return a couple of state lawmakers say there is a loophole in state law. that loophole hampered the response to that mystery goo. it is very frustrating. reporter: the mystery goo described as a nonpetroleum oil killed 320 birds on the san francisco bay this year. and the lawmaker response they say was lack luster. state help was limited because state emergency number is only available for fuel spills so instead of a widespread response, all of the work was left up to nonprofits like san francisco bay keeper, and those nonprofits got stuck with the tab. if you add up all of the costs of all of the responders, it was up wards of $300,000. reporter: the proposed bill would let fish and wildlife borrow up to half a million dollars for spills that don t involve petroleum. we got the best out of a bad situation. and we hope those things will not repeat themse
