That loophole hampered the response to that mystery goo. It is very frustrating. Reporter the mystery goo described as a nonpetroleum oil killed 320 birds on the San Francisco bay this year. And the lawmaker response they say was lack luster. State help was limited because state emergency number is only available for fuel spills so instead of a widespread response, all of the work was left up to nonprofits like San Francisco bay keeper, and those nonprofits got stuck with the tab. If you add up all of the costs of all of the responders, it was up wards of 300,000. Reporter the proposed bill would let fish and wildlife borrow up to half a Million Dollars for spills that dont involve petroleum. We got the best out of a bad situation. And we hope those things will not repeat themselves. But if and when this were to happen again, we want to have a statefunded state operation in place. Reporter and if this passes, state senator leno says the guilty party would be in charge of paying the state back but in this case so far the state doesnt know who is responsible for the deadly mystery goo. Officials have identified the hiker who was killed off point reyes since saturday since the sandstorm created a giveaway of the cliff and killed nancy blum. Another person suffered serious injuries. You could see a crack going through the dirt. We didnt step over it at all. We kept back after seeing the signs there was a collapse. Park Officials Say they posted signs in the area last week, warning visitors not to hike to that trail, because the cliff is prone to crumbling. Reporter good afternoon. The district superintendent says there is a camera on the pool and that video will be used in this investigation. But for today, he just wants to focus on getting things back to normal at this school. I know a couple of people that might be a little distraught going to school today. This junior at Piedmont Hills High School in san jose is hoping to have a more typical day after a body was found in the schools pool friday morning. It was very sudden. We were all very confused about what happened. Reporter the body was in the deep end, weighted down and hidden by a pool cover. A shock. Reporter a shock for this parent and the teachers and students who removed the pool cover for the morning p. E. Class. I didnt think it was true. So sudden. Very strange. Like i did not expect to hear that on friday. Reporter the district superintendent says the diseased is an adult male and is not a student or a teacher at the school. He says all schools with a pool struggle to keep people in the community out when they arent supposed to be there. And all of our pools, we have approximately a 15foot fence that is gated, that is locked, that also has the barbed wire. And then on the inside, where you can enter from the locker room, those doors are secured, and also have an alarm to them. Reporter but that alarm never went off. So the superintendent believes someone probably hopped the fence. But until he gets answers, he just wants to make sure the students and staff are okay. We certainly have our social workers and support staff there to provide any type of counseling that any of the students or staff may need. Reporter so far the district superintendent says things have been fairly calm today at the school. He says while this was a tragic event, the kids are resilient. Police went into her home and opened fire during a confrontation. She survived and now heads to the city. And the court is considering whether the americans with disability act requires police to take special precautions when dealing with mentally ill violent suspects. Having to go through the mental hurdles before you act creates hesitation. And that hesitation leads to injured or killed civilians, police officers, and mentally ill people. The Supreme Court could make a decision by june. Three construction workers were killed this morning, in a scaffolding collapse, at a construction site in downtown raleigh. And North Carolina authorities are investigating what caused the scaffolding to peel away from the 11 story building. And crash into a parking lot below. And at least one other worker was hurt and taken to the hospital. And police and fire officials have closed off a wide area around the glass and steel building.
