The Fairfield City Council held a special meeting last night to elect an Acting Mayor in the wake of the passing of elected Mayor Mike Dreith. Alderman Gary Moore was nominated to serve as Acting Mayor and was approved by a 7-0 vote. Acting Mayor Moore was sworn into office by City Attorney Darrin Rice and declared he will vote as a mayor in council meetings, meaning he will only vote to break ties or when a supermajority is needed. In other action, the council authorized the signature of the acting mayor to bank accounts and designated him as an authorized agent for the IMRF. It also approved a new three-year FOP contract after failing to do so in the past two meetings. Some changes in the contract include an expansion of residency requirements to a 45-minute radius from the police department in an effort to attract a larger applicant pool. The Fairfield City Council met last night and tabled the vote on a potential business district. Another vote will be scheduled in June, within 90 days of the public hearing held on the matter before the March 8th council meeting. With the delay, should the district be approved later this year, the one-percent sales tax increase wouldn't take effect until next year. Alderman Tyler Lampley initially motioned to vote on the matter last night, but that motion died for lack of a second. Alderman Gary Moore then motioned to table the matter for a year, saying it isn't the right time to increase taxes. That motion was seconded by Alderman Dewey Eckleberry, but it failed on a 3-4 vote; aldermen Moore, Eckleberry, and Jerry Lisenbee voted yes, and aldermen Lampley, Clifford Reever, Cody Attebery, and Terry Stahl voted no. Alderman Eugene McGill was absent. Atteberry then motioned to vote again within 90 days of the public hearing, and that motion passed 4-3 with the same voting blocs. ....
The Fairfield City Council met last night and held a public hearing for a potential business district. The idea would increase sales taxes by one percent in its boundaries on most purchases. Downtown merchants Kristi Hornung, Nicole Jordan, Marjorie Jordan, and Mark Turner spoke in favor of the idea, saying the City needs to do something to bring in additional funds to help with building upkeep, bring in more small businesses, and enhance the downtown area. Gary Carter and Cindy Grimes spoke against it; Carter said even a small tax increase would hurt his sales, and both said the current climate with gas prices and inflation does not lend itself to any tax increase. The council will vote on the matter at its meeting on the 22nd. The Fairfield City Council met last night and unanimously approved a change in fees for video gaming machines in Fairfield. Under prior law, municipalities could charge a maximum license fee of $25 per machine per year, but a recent update in the law allows them to charge $250 per machine. The licensing period was also changed to coincide with the City's fiscal year. The council heard concerns from Sheila Titzer regarding the appointments of Police Chief Richie Fulkerson and Assistant Chief Keith Colclasure, and Alderman Gary Moore questioned Chief Fulkerson's fulfillment of residency requirements to hold his job. With the 2022 retirement announcement this week by Donna Masterson, Wayne County Deputy Treasurer and Distribution Clerk Crystal Ellis has announced her intent to run for county treasurer. She has served in her current role for nearly five years and says she loves serving the county. Ellis will run as a Republican, as will Yvette Anderson, who announced her run for the position Monday. The Shiloh Community Church will hold a free Thanksgiving meal on November 25th at the Old Mom's Diner in Geff, located at 101 Washington Street. Meal service will run from 11 a.m. to 1 p.m., and the church says it will offer free delivery for those not wanting to gather. The annual West Salem Community Thanksgiving Dinner will be from 11:30 to 1 on the 25th in the Hauser Room of the Moravian Church.
