The United States Public Health service as it exists today is a product of experience extending over a period of nearly 150 years. It was originally created as a Marine Hospital service for the purpose of providing medical care to american seamen. It was established by an act of congress signed by the second president of the United States, john adams, on july 16, 1798. This service was originally supported by a tax on american merchant seamen. This was later abolished. It was collected by the collector of the customs of the treasury department. And the Marine Hospital service came under the jurisdiction of that department where it remains today. The first Marine Hospital located at norfolk, virginia. The second was built in boston, massachusetts. Some of the medical personnel were used by the union and the confederacy for the care of the sick and wounded of the military forces. It frequently happened the medical officers of the early Marine Hospital were the first position to diagnose
Impeachment proceedings. It seems like morning, noon, and night the relentless effort to unseat the president of the United States is a toxic strain of potomac fever infecting capitol hill. Now if only congress would channel every waking minute to fix problems in the real world, wouldnt that be wonderful. Let me provide a reality check. For People Living in the real world, impeachment inquiry is not what keeps americans up at night. Its not what wakes up moms and dads worried sick about paying for their childs insulin. Its not what drains the pocketbooks of seniors and takes a big bite out of peoples paychecks. The issue that unites americans from maine to iowa to oregon is the high skyhigh prices that americans and the taxpaying public pay for are paying for prescription medicine. As chairman of the Senate Finance committee, i am working in a bipartisan way to fix whats broken in our drug supply chain. In february we called the heads of big pharma to testify before the finance committ
Preparedness response and communications will come to order. The subcommittee is meeting today to receive testimony on the state of First Responder communications. I now recognize myself for an Opening Statement. I want to welcome all witnesses here this morning on an issue that is vital to our Homeland Security. The ability of our First Responders to communicate. As noted in the 2006 national interoperable baseline survey, there is a, quote, direct correlation between effective communications, interoperatedability and First Responders ability to save lives, end quote. In my hometown of new york city we know this all too well. Both the first both the office of Emergency Communications and First Responder Network Authority were established in the wake of the communication failures of 9 11 and later in hurricane katrina. We have made a great deal of progress since those fateful disasters. States and localities have invested billions of dollars in their Communications Networks, including
You move over and youre a trillion dollars closer to what tax reform should look like. It is an extremely important first step. If you skip that you end up with a mess. The path to getting it done, if youre able to do that youll lose moderates but it could get through the house but then the senate will be difficult too, isnt it . This has been prenegotiated. There is stuff thats not yet filled in. This has been worked with the senate and governors as well. Obamacare repeal is also the reform of medicaid granting medicaid to the 15 states and having 50 states do as clinton did, 50 different approaches. You learn what works and what doesnt work. Its a reform of medicaid, plus a trillion tax cut. When ryan and the president told the Freedom Caucus go in a room and go back when you can count to 218 that was important rather than have each one whispering about the other kid or trumps ear and they got tired of that and said you guys work it out. Thats where i think they wouldnt have walked o
