The Texas foster care system is facing a capacity crisis: Hundreds of children and youth in Texas foster care have had nowhere to sleep but Child Protective Services offices, without showers, kitchens or comforts.
New legislation signed by Gov. Greg Abbott prohibits children in foster care sleeping in state offices. These children may now be sleeping in hotels and motels, supervised by caseworkers from CPS.
