Bill would apply to ITEP and other state tax incentive programs

House lawmakers on Thursday voted 59-38 for a bill that would change the public records law to allow the state economic development agency to hide certain corporate tax incentive records from the public.
House Bill 456, sponsored by Rep. Rick Edmonds (R-Baton Rouge), proposes to make an exception to Louisiana’s public records law for certain records under the Louisiana Economic Development (LED) tax incentive programs, including the Industrial Tax Exemption Program, Louisiana Quality Jobs Program and Louisiana Enterprise Zone Program.

Thatâs a sampling from the travel schedule of U.S. House Minority Whip Steve Scalise of Jefferson Parishâfrom the first two weeks of the month, at least. As he has done in previous terms, Scalise is recruiting new GOP candidates in competitive districts, helping fellow incumbents stand strong and raising money at each and every turn.
From 2008 to 2013, Scalise made a name for himself on the Hill as a go-getter who wore out the shoe leather to strengthen the partyâs foothold in the lower chamber. By 2014, he was the GOP whip. Today, he clearly knows that making it into the party leadership isnât the same thing as staying in the leadership. “Iâve been doing more,” Scalise told LaPolitics in an interview. “Iâve been on the road a lot.”Â
Lawmakers weigh medical marijuana expansion, tax
A House Republican leader’s bid to expand Louisiana’s medical marijuana program and allow smokable cannabis started to gain traction Thursday, as lawmakers advanced a bill that would tax the new therapeutic products.
Louisiana’s dispensaries sell medical marijuana in liquids, topical applications, inhalers and edible gummies.
Houma Rep. Tanner Magee, the House’s second-ranking Republican, is proposing to authorize sales of raw, smokable marijuana for medical use and to apply state sales tax to those products if lawmakers allow them.
The House Ways and Means Committee agreed without objection Thursday to the bill applying the state’s 4.45% sales tax rate and dedicating the money generated to transportation projects. Lawmakers advanced the proposal to the full House for debate, even as some expressed concern about levying a tax on medicine, which is not done on any prescription drugs in Louisiana.
