We have a lot of families displaced. Reporter a morning fire tore through an apartment complex in lanham. The fire all pretty much interior within the walls and ceiling. So, you may have been in that building even on the second floor and not known it was on fire. Reporter many of the residents werent home when it began. I was at work and they called me that the building with is on fire. I judge University Got off work. He was at work, too. Reporter antonio was also at husband called from home to say smoke was in the apartment. I was talking to him. I switch over and i was calling 9191. Reporter neighbor Kenneth Johnson stepped in. I seen him, i was like let me help him out, help him get out of the building. They were trying to evacuate the building. When i got here, thank god, thankful. This my gentleman and the fire people helped me to rescue him and put him in ambulance. Nothing special, just something anybody would do. You know, he was in a wheelchair. Its good to have neighbors look out for you. Yeah, hes good, hes good. Reporter there were no serious injuries in this fire. This resident is thankful for that. Today he admitted to assaulting two female customers at the massage envy here in tenleytown, and assaulting another woman at a massage studio in dupont circle. The news4 iteam getting results weeks before the Legislature Convenes for 2018. A Key Committee has formally approved plans for new legislation to better protect children. The action comes after a series of reports by Scott Macfarlane about teachers accused of abusing their students. Scott, whats new on this . Jim and doreen, our slipping through the cracks investigation earlier this year revealed virginias current laws could leave children vulnerable to predators who work inside schools. Now, key members of the state legislature are proposing formal changes. This comer the news4 iteam revealed an Arlington County case child found an Elementary School teacher had engaged in sex abuse against a third grade girl. The teachers has always denied the accusation, nor was arrested nor criminally charged. But he appealed that finding which has put his name on a state child abuse registry, but he lost. The iteam found during the appeal over a span of two years, the man managed to find a new teaching job in Prince Georges County. Virginia law allows teachers to keep their licenses and keep their names off the state child abuse registry and to keep teaching during their appeals. All in favor say aye. Aye. Reporter Arlington County senator barbara who chairs the Virginia Commission on youth says that loop hole in law puts kids at risk. It was important that you all got on this and exposed it and enabled lawmakers to actually look at this issue and take some corrective action. Reporter the Commission Just formally voted to amend new law when the Legislature Convenes in january to reduce the length of those appeals to just 90 days people found to have engaged in child abuse from stringing out their appeals and potentially finding new work in other schools. This is about the safety of our children. We want the best environment for our kids. We want our kids to thrive in school and obviously to learn in school, but to do that they have they really have to be safe. Reporter Virginia StateTeachers Union is waiting to see the language in the actual bill when it is introduced next month. In a statement to the iteam, the union says it is frequently urged a speedier resolution to these cases. Now a mother comes face to face with the man who is accused of ramming his car into a crowd of peaceful protesters, killing her daughter. You might remember around halloween a wave of kkk fliers dropped around Loudoun County. One family who got them is firing back. Coming up, well breaking right now at 6 30, the man accuse of ramming his car into a charlottesville crowd and killing a woman will be charged with first degree murder. That charge was upgraded within the past hour. Prosecutors say james fields, jr. , killed Heather Heyer and injured several others back in august. News4s david culver is following these breaking developments tonight and he joins us in the studio with the latest. David . Jim and doreen, breaking indeed. In fact, late today a judge ruling that there is enough evidence in the case against fields to go forward with trial. That ruling coming moments after prosecutors upped the charge from second to first degree murder. As you can imagine, a lot of emotion around that small courthouse in charlottesville as the mother of Heather Heyer for the first ti with fields. Given how violent the clashes became this summer, you see some of the images and tensions are still felt there. Dozens of police intact cal gear surround the the courthouse today for what was a preliminary hearing. Im told by colleagues in charlottesville at one point there were two Police Choppers patrolling the skies and snipers on area roofs. It is because of what you see here, what happened back in august. Chaos rocking charlottesville following one of the largest gatherings of white nationalists and farright extremists in a decade. They were upset with the City Council Vote to remove a confederate statue. After that rally, as counter demonstrators were peacefully marching, the car that you are ben bernanke about to see drove across the popular downtown mall, there it is, ramming the crowd, and killing Heather Heyer. Several others were injured in that. There were three other defendants who were also in the charlottesville courtroom today. They were facing lesser charges. The judge determining late today that there is enough evidence in trial as well. They are going to go to a grand jury on monday. As for fields, he faces 40 years in prison if convicted. Doreen . Reporter Rosemary Lawler says the eye catching sign at the end of her country driveway was a response to this. Kkk recruitment fliers dropped at dozens of Loudoun County homes back around halloween. They target africanamerican and jewis i looked at it and was horrified. Reporter lawler said she was especially horrified because of her family history. She says her belgianborn father was involved in the resistance to the nazis and was i am prison on as a result. She ordered her sign and put it up in early november. The next day . It was gone and the fence rail, one of the fence rails that it had been attached to was pulled down reporter her response . She ordered more and replaced it. I have plenty of back up, yes. Reporter but this week when the local paper, the loudoun times mirror reported on the vandalism, lawler became the subject of both praise and ridicule on social media. Writes one critic, trump has denounced the kkk. His name should not be on the sign. Another, all the hate liberals spread is not helping our country. And one man threatened saying, ill smash the neck one. Lawler says she never intended to suggest all Trump Supporters are racist. Im are things that i dont think are good for america. R metropolitan Police Officer brian gibson was shot and killed in the line of duty. Back on february 5th, 1997, he was just 27 years old. Shirley gibson is brians mother and that first christmas she channelled her grief into a show of gratitude. She cooked all of her sons favorite dishes. She and her husband harrison invited brians fellow officers to their house for dinner to thank them for their service. The dinner caught on and grew and grew and became a tradition that went on for 20 years. The gibsons are slowing down a little bit now, and the event just got too big for them to manage. They said last years dinner would be their last. But the tradition has become too cherished to lose. Today the gibson holiday dinner went forward. The Capital Area Law Enforcement Foundation worked with the gibsons to host the dinner at the fraternal order of police lodge downtown.
